New project schemes 2025-2028
In 2024, all project schemes from the 2021-2024 policy period will expire and close. And that while little is yet clear about the new schemes from 2025. We can imagine that this raises questions. We will keep you informed via this page, our social media and our newsletter.

Policy period of 4 years
As a Fund, we work with policy periods of 4 years. The current period runs from 2021-2024 and therefore ends on 31 December 2024. This means that the schemes from this policy period will close in 2024. Currently, a large number of schemes have already closed.
What schemes are we developing?
The Fund's new policy period starts on 1 January 2025. In our 2025-2028 policy plan, we explain our plans and goals. The core is the social impact of cultural participation: culture for a resilient society. We focus on three program lines. Within each program line, we introduce a multi-year scheme, project schemes, and open calls. The Heritage Making and International Collaboration schemes will (partly) become part of the other schemes from 2025.
The development of schemes is done through a careful and legal process. Before a scheme is final, it must be approved by, among others, our Supervisory Board and the Ministry of Education, Culture and Science. This means that we can only reveal a little information under reservation.
Amateur art
With this scheme, the Fund stimulates development paths for (groups of) talents, coaches and institutions. The subsidy can be requested (on behalf of the talent, the coach or group of talents) by a cultural institution or professional. An institution or professional (only for Talents and Coaches) can request a subsidy for:
- Talents
For developing and executing projects, focused on (artistic) development paths of individual talents who are active within informal networks. In the project, these talents develop as self-taught makers under the guidance of professionals. For this, between €10,000 and €25,000 can be requested. - Coaches
For developing and implementing projects, focused on (content) development and professionalization trajectories of individual coaches who are active within informal networks. In the project, coaches develop their coaching skills. For this, between €25,000 and €50,000 can be requested. - Groups of talents
For developing and executing projects, aimed at (artistic) development paths of multiple talents who are active within informal networks. In the project, multiple talents develop further within the informal networks of cultural practice under the guidance of professionals. For this, between €25,000 and €75,000 can be requested. - Methodology development
For developing and executing projects, focused on methodology development for talent development within informal networks. In the project, you develop methods for deepening your expertise and working methods. For this, between €25,000 and €50,000 can be requested. - Professionalization
For developing and executing projects aimed at further professionalizing a talent development institution. In the project, you will professionalize in areas such as business operations, governance and policymaking, so that the talent chain of informal networks is strengthened. For this, between €50,000 and €125,000 can be requested.
The scheme will be placed on our website after it has been published in the Government Gazette (Staatscourant). This is expected to be in March 2025. Applications are expected to be possible from April 2025.
This scheme is a follow-up to the Pilot National Agreement Amateur Art scheme. With this scheme, the Fund will stimulate the development and implementation of projects in 2025 that contribute to the substantive strengthening of amateur art practice, sustainable strengthening of the support structure for the amateur arts field and/or the strengthening of national discipline support. A national amateur arts umbrella, provincial support institution or cultural institution can respectively apply for a subsidy for:
- Discipline-oriented support
For projects that contribute to the strengthening and development of national infrastructure of disciplinary support for amateur art. A maximum amount to be requested has been set for each amateur art umbrella organization. The subsidy ceiling is €600,000. - Substantive strengthening of infrastructure
For projects that contribute to the substantive strengthening of the infrastructure of amateur art support. The subsidy of the Fund is capped per applicant according to the distribution included in the regulation. A maximum amount to be requested has been determined per provincial support institution. The subsidy ceiling is € 1,200,000. - Substantive strengthening of infrastructure on themes
For projects to strengthen working methods and developments that are currently current and relevant to the amateur arts sector. Between €50,000 and €125,000 can be requested for this. The subsidy ceiling is €1,234,000. These projects will work on at least one of the following three themes:
- Involving and strengthening informal amateur arts groups and/or informally organised amateurs who practice culture in groups;
- Promoting the expertise and professional practice of (cultural) professionals who work with amateur arts groups;
- Stimulating talent development within amateur arts groups and/or associations that practice culture at a demonstrably high level and want to take a development step without the intention of becoming a professional.
The scheme will be placed on our website after it has been published in the Government Gazette (Staatscourant). This is expected to be in March 2025. Applications are expected to be possible from April 2025. The scheme has a submission period of three months.
Co-creation
This scheme is a follow-up to the scheme Meemaakpodia. With this scheme, the Fund stimulates projects on cultural practice in co-creation between cultural institutions and participants. This strengthens local involvement and promotes social change. The subsidy can be applied for by a cultural institution with a stage programming or continuous presentation function. Subsidy can be applied for:
- Growing
For institutions that have already worked together in co-creation and want to grow in this together with the environment. For this, between €25,001 and a maximum of €35,000 can be requested. - Deepening
For institutions that have already taken several steps to work co-creatively and want to maintain this method. For this, between €50,000 and a maximum of €100,000 can be requested.
The scheme will be placed on our website after it has been published in the Government Gazette (Staatscourant). This is expected to happen in February 2025. Applications are expected to be possible in mid-April 2025.
This scheme is a follow-up to the Samen Cultuurmaken scheme. With this scheme, the Fund stimulates cross-sectoral cooperation projects based on cultural practice that make a positive contribution to a social task. The subsidy can only be applied for by cultural professionals or institutions from the cultural sector. They then work together with a partner in another sector. Subsidy can be applied for:
- Trying out
For smaller and short-term projects. For this, between €10,000 and a maximum of €25,000 can be requested. - Developing
For larger and long-term projects. For this, between €25,001 and a maximum of €125,00 can be requested.
The scheme will be placed on our website after it has been published in the Government Gazette (Staatscourant). This is expected to be around March/April 2025. Applications are expected to be possible mid-July 2025.

Education
With this scheme, the Fund stimulates the development and implementation of projects that contribute to more and better cultural education in the Caribbean part of the Kingdom. The subsidy can be requested for multi-year projects by coordinating parties on Bonaire, Sint Eustatius, and Saba. Applications can be submitted from the beginning of November 2024 to 10 January 2025. The coordinating party will be appointed by the Public Entity of the island. The scheme will be published on our website after it has been published in the Government Gazette (Staatscourant). This is expected to be in early November. A fixed amount can be requested per island. This is for:
- Bonaire: €580.183
- Sint Eustatius: €231.016
- Saba: €212.801
With this scheme, the Fund stimulates the development and implementation of activities aimed at cultural education in secondary vocational education, in the Kingdom of the Netherlands. This is achieved through a collaboration between a secondary vocational education institution and a cultural institution. The subsidy can be applied for by cultural institutions and secondary vocational education institutions. The application is always for the collaboration between the cultural institution and the secondary vocational education institution. The institution can apply for a subsidy for:
- Explorations
Exploring a collaboration between a cultural institution and a secondary vocational education institution. Between €5,000 and €10,000 can be applied for this. - Projects
Developing and implementing a cultural education project. Between €10,000 and €55,000 can be applied for this.
The scheme will be published on our website after it has been published in the Government Gazette (Staatscourant). This is expected to be around the end of January 2025. Applications can be submitted from February/March 2025 until 30 August 2028.
With this scheme, the Fund stimulates the development and implementation of activities aimed at cultural education in pre-vocational secondary education, special education, and professional education in the Kingdom of the Netherlands. This is achieved through a collaboration between a cultural institution and a school. The subsidy can be applied for by a cultural institution. The application is always for the collaboration between the cultural institution and the school or schools for pre-vocational secondary education (including the International Transition Classes), special education, or professional education. The institution can apply for a subsidy for:
- Explorations
Exploring a collaboration between a cultural institution and a school. Between €10,000 and €25,000 can be applied for this. - Projects
Developing and implementing a cultural education project. Between €25,000 and €65,000 can be applied for this.
The scheme will be published on our website after it has been published in the Government Gazette (Staatscourant). This is expected to be around the end of January 2025. Applications can be submitted from February/March 2025 until 29 March 2028.
